is there a paint that they can be painted with?

I don’t recommend painting them. Toxins released from the paint could cause harm to the fish.

They’re probably in black because nobody ever thought of changing the color, although it might be cheaper to use black. Blue does make sense, though.

    black absorbs heat better than any other color and will keep your pond warmer and warm it up quicker in the spring.

    If you want a blue pond why not use heavy duty pool liner. Pond liners are specially textured to encourage algae growth which is part of the “biological” system. If you use a blue liner you will have to do some serious chemical treatment or your pond will eventually grow algae and you won’t see much of the liner anyway.

    Two reasons that I know of for black liners:
    – makes the pond look deeper and more mysterious
    – dirt, dead leaves, etc, don’t show so much against the black
